Update README that browserhacks is no longer maintained, or add new admins to maintain it #194

I emailed browserhacks admins several times during the last few years, and see no progress. Also asked me, perhaps some more, to add as an admins to maintain this repository. The repository hasn't been maintained for 3 years.

Here what "Master Coder" wrote me in Jun 6, 2018:

thanks for letting me know, was unaware that it has been so long - i will have to check with the others here (it may actually be that it is supposed to be me to do it now)

In the cue there are only 6 pull requests in all that time. That means on the whole that nobody is really posting anything to 'administrate' -- Just FYI. Now as far as my own site, browserstrangeness.github.io, I use that as a test site. There is a lot to keep track of browserwise however. One thing that might be helpful - the number of hacks has become a thing of mass data. People often don't check but their own browser [and ALL browser versions between the last posting and the current version of the browser] before posting/validating a change. This is of major importance. It is often quite exhausting. (Master Coder is my email address.) Thank you for posting btw.

I'd much rather contribute to updating/maintaining browserhacks than start a new project.
I fully understand that people move on/ don't have time, but this is still a valuable resource and will continue to be so if it's maintained.

That is good to hear. The responses I have received are so rare and far between.

In case you are wondering, the reason I mention my own site, browserstrangenes --> whatever ends up on browserhacks should be the most time-tested and proven. My personal site is an ongoing one where I practice with css/js hacks over time and see which ones hold up. I do have a separate private test location where I 'alpha test' many things to see if they work and can be put out there for public consumption.
