In the current implementation every public vm circuit starts with a side effect counter of 0 that is incremented each time a side effect is created.
For nested calls, we require that the $sideEffectCounter$ at the start of the vm proof is equal to the $startSideEffectCounter$ in the public inputs, similarly, we require that the last value of $sideEffectCounter$ lines up with the $endSideEffectCounter$.
