在 RSSHub-Radar版本: v2.0.19 中，将 远程 Radar Rules 地址 写死为 Hub实例提供的地址，例如：
http://xxxx/api/radar/rules
这样做不方便用户实现自定义的规则。
用户自定义的规则，目前应用到的场景，即在个别路由下，添加 routeParams，例如：

微博中的 routeParams
B站 UP 主动态中的 routeParams
单独添加一个Rss订阅，可通过手动复制粘贴routeParams，
如果多个添加，则都需要手动复制粘贴，略显麻烦。
希望开放用户自定义规则以便用户自行定制相应的订阅
