question-id is not working properly from consumer

Even though we have tests specifically setting the question id, and they all pass, in prendus-app setting the question id through data binding is not working. I do not have any tests for data binding with Polymer's data binding system, that could be the issue. The tests set the property directly, though I would think that shouldn't matter.
