Make the Impact carousel and Featured Content block into a reusable component

We'd like to be able to use the carousel at the bottom of the Impact page (https://wikiedu.org/impact/) on other pages as well, such as using it in particular Course pages, and on this page.

It would be convenient if the carousel could be easily configured via shortcode.
