Keep getting an error with no details

Hello, I set up the ECON repository on windows and all the steps completed successfully. But I've been getting an error with no detail. I tried using ipdb and pdb but they complain that apps.infer do not exist.

I added import sys and the project path and was able to debug it further. Here is the error source:
