[FEATURE] Reduce time to start new ParallelCluster compute nodes #148

Is your feature request related to a problem? Please describe.
Newly started ParallelCluster compute nodes take at least 4-5 minutes to boot and start.
This should be reduced to little more than the time needed to start and boot the instance.

Describe the solution you'd like
Reduce as much boot time as possible to get typical start times under 2 minutes.

Should first investigate how much of this is due to compute node custom actions and how much is because of ParallelCluster.
