Breakouts' settings incorrect when going to Manage users modal

Describe the bug
If you set any specific settings to the breakouts on creation (one of the 4 checkboxes like export notes/wb), and then go to the Manage users menu (where the modal is displayed again), those checkboxes are always empty.
I don't think we should even display the 4 checkboxes as we can't (yet. Maybe with #18123 we'd be able to?) modify the value in an ongoing breakout.

To Reproduce
Steps to reproduce the behavior:

1. Join a meeting as a moderator
2. Start breakouts but select checkbox for exporting notes
3. Once the breakouts are active go to Breakouts panel -> Manage users
4. Observe the checkbox for exporting notes

Expected behavior
Should be selected

Actual behavior
Always unselected
