Add rechunking bypass if input dataset contains valid chunk sizes #26

If the input dataset has chunksizes that are less then 5MB and the product of the spatial dimensions are less then 256x256, return the dataset url and skip rechunking.

& If chunking is skipped, update entry in the database.
