cf_axes Missing from some datasets. #38

Some datasets used in testing are missing cf_axes, which causes issues for the map tool. How should we deal with this. Some potential options.

  1. Check if dataset has all of cf_axes in validation step and reject if missing.
  2. Try to infer missing cf_axes and assign.
