Because, by design, no single service or repository knows all of the pages that are available on a given deconst instance, we can't just use a plugin in some preparer to generate a sitemap. We'll need a way to pull one together and keep it accurate as either control repository mappings or any content repository layout are changed. This may require the introduction of a new service.

FWIW, the “dumb” way to solve this is just to crawl the site, follow all the links, and build a sitemap from that.
