Feature Request: Allow combining config and CLI arguments

It seems like the CLI only allows you to either use a config or CLI flags. I want to use a drizzle.config.ts for all the common properties, then just override a few like "schema" and "credentials". Everything else for my databases is shared, so it'd be nice to be able to just have 1 config file and override a few things on the CLI.
