Now when there are multiple screens, the countdown circle will be fixed on the first screen. It is recommended to change to the screen where the current mouse is located or the screen where the currently active (will be closed) window is located.

The countdown circle appears in the screen in which the current focused app resides, which seems like the proper behaviour to me.

It does appear for me as long as the fullscreen app is focused after fullscreen toggle

ex: fullscreen video on a browser
