Add cargo audit to CI

Description

With cargo audit you can check for security vulnerabilities, unmaintained packages etc. Add this to our CI so we can make sure we have a well maintained code base.

Acceptance criteria

It's enabled on all Rust projects of this org.

Risks + pitfalls

This might make CI fail until those things are fixed.
