Considerations

Perhaps single array with dimension as stride (PostGIS) is better than separated arrays (GDAL, QGIS) ?
Perhaps it would be better and more practical to not use ends offset for geometry parts (rings) and instead abstract that into a nested structure similar to multi/collection types ?
