on rails movement

Currently we are only implementing a freemove style movement. It should be reasonably straightforward to add back in an on rails tile-center to tile-center style movement, without bringing along all the complexity we had before. There are examples already for how to determine things like entering and exiting tile centers. We can sketch out here exactly what we want, and then try to implement it.
