At first, I couldn't find the proposals. There are big obvious links to the github projects, but I didn't see that there were proposals in the folders.

Suggest options:

  1. move proposals to project
  2. move links to projects to proposals, and list the links to proposals instead

Doug, good point. When projects are just created, I agree that many folks
will want to look at the proposals rather than the (empty) repo. But as
time goes on and the projects develop, I think the proposals will become
less relevant. Also, we expect projects to evolve considerably and we don't
want to be sending folks to a proposal that doesn't reflect the current
state of the actual work.

What about having each repo initially put a link to the proposal in their
README?
