EOSS Cycle 6 - Jupyter Accessibility proposal

I am opening this issue as @isabela-pf, @gabalafou, and I are working on a CZI EOSS Cycle 6 proposal to continue and expand on Jupyter accessibility work carried out during through the grant submitted in EOSS Cycle 4 (ref: #100)

So, as in the past, I am requesting approval for this work and will post the entire proposal as it becomes available.
