Add Calicoctl container by default

What would you like to be added:
In case that CNI is Calico, calicoclt to be automatically deployed in kube-sustem
Why is this needed:
Will save time for people that are new to Calico to understand where to execute Calico commands

Example cluster.yml:

Here is most simple way to achieve it:

kubectl apply -f https://docs.projectcalico.org/v3.10/manifests/calicoctl.yaml

P.S Is is good to be used last version of ctl because of bug with permission in 3.6
