There have been no commits to this repo for a long time.
Depending on what you are doing you might want to use synaptic or convnetjs which have worked for me.

I suspect what happened is, last year, the TensorFlow team indicated that it would be difficult to support a NodeJS wrapper written with SWIG and suggested that the C API be used instead. tensorflow/tensorflow#2206 (comment) A new project was started a few weeks ago to attempt doing exactly that. tensorflow/tensorflow#37 (comment)

I think some of this is being done in a project built by one of the Google devs. Perhaps the teams should collaborate their efforts into that project instead of two separate teams.
