Whether or not this is a "bug" or even a "problem" is a judgment call.
(Obviously) I don't like existing behavior.
My preference would be to use the text that appears in the File menu in both places:
Use Close Multiple Documents
Use Close All But Active Document (actually, what I really prefer here would be the more-accurate "Close All Except Active Document")
