[BUG] Close-all-except-current-file command is named differently in 2 places #15163

Is there an existing issue for this?

Description of the Issue

On File menu:

When right-clicking a file tab:

Whether or not this is a "bug" or even a "problem" is a judgment call.
(Obviously) I don't like existing behavior.

My preference would be to use the text that appears in the File menu in both places:

  • Use Close Multiple Documents
  • Use Close All But Active Document (actually, what I really prefer here would be the more-accurate "Close All Except Active Document")
