Whedon should use a proper templating language

We need Pandoc to generate the PDFs from Markdown source but we also use Pandoc (and Pandoc templates) to generate XML (and HTML) representations of the papers. This severely limits the complexity of the outputs we can produce and so for everything other than PDF (which goes via LaTeX) we should use something like Tilt
