Add issue templates to non-organization repositories to prevent creation of issues where they shouldn't be created. #72

Right now a major problem with our structure and something that is inhibiting communication (I think) is that people can create issues anywhere about anything.

Most issues can really be addressed in the organization repository (this one) and should only involve other repositories if they are specifically about that repository.

I would suggest using GitHub's issue templates to encourage people to open issues on this repository first, and only post to the specific other repository if they are reporting a bug with what that repository handles. Anything that is more "architectural" or "higher level" should be discussed here.
