To Reproduce
Steps to reproduce the behavior:

Go to https://codesandbox.io/s/divine-sunset-kvms0?file=/src/App.tsx
Open console
See "blur" log

Expected behavior
onBlur should only be called when focus is lost.

Version
11.21.3
The 11.9.1 is intentionally used on the sandbox in order to make it work (build failure with 11.21.3).
