We currently ignore them, but could generate a special kind of notification for them.

Also, what happens when an existing prerelease is toggle to a "released" state on GitHub? Does this trigger a release.published webhook?

I remember that there is a lack of webhook events around releases right now. I think there is only "published". I looked into it once and if I recall correctly, that event is trigger when

1. Release or Pre-Release created and marked as published
2. An exisitng release draft is marked as published

Unfortunately no event that is triggered when a pre-release is changed to normal release
