babel-loader isn’t transpiling Quill’s modules because they're inside node_modules/ #878

我在引用Quill富文本编辑器时webpackrc不编译Quill的模块，因为它们位于内部node_modules/，因此被排除在外。
我在webpackrc设置rules试图添加校验但是rules会报错

请问我该如何修改webpackrc保证编译Quill的node_modules
