Offset option for Jobs

Problem
In the past there used to be an offset option for jobs which could allow us to avoid having two separate jobs with the same interval occurring at the same time (it is also referenced here)

Requirement
Could we extend RepeatOptions to include an offset option once again which delays the repeated job to be executed by offset ms
