Offseason event_keys are not sanitized to be lowercase

Expected Behavior

When mods approve/submit an offseason event, the contents of the event_key field are lowercased and checked for validity

Current Behavior

Whatever is in the field goes right on through, including uppercase event_keys, which breaks many parts of the site.

Steps to Reproduce (for bugs)

1. Submit an offseason with uppercase characters in the event_key

I broke 2023infor by setting 2023INFor as the event_key
