Summary / 概要

オフラインだと一気にエラーが出て面倒なので可能なら認知して専用のメッセージ出して省略したい

Purpose / 目的

エラーが一瞬で積み上がってビビる

というか私がビビった

Additional context / 補足

新規パッケージのインストール出来ないのはそう。
だけど既存のは問題なく入れられる
