I suspect POSTGRES_USER: circleci and POSTGRES_DB: circle_test need to be added under this line:

webcompat-metrics-server/.circleci/config.yml

Line 19 in 1b74f28

- image: circleci/postgres:10.4-alpine-ram

...but this can be addressed when we get to integrative tests.
