Inverter card allow invert of redstone power on Level Emitter

Describe the feature

by placing a Inverter Card into a level emitter it would invert the power (eg: if you are below the item count it turns off letting a hopper or smth run, or you have it turn off allowing a create brass filter to start dropping items when recipe is requested)

Reasons why it should be considered

would allow players to eliminate a few redstone torches from some of their ae2 setups
