Update CI runners to macos v14 #3502

To update to macos-14, we need to:

install stack ourselves, because it's not part of the macos-13 or macos-14 images anymore: Add Haskell tools to macos-13 actions/runner-images#9242
have nix-quick-install-action fixed: Fails on macos-14 nixbuild/nix-quick-install-action#43

Once that's done, we can lift the macos version restriction in renovate.json, so renovate will propose updates for this again.
