If the text in the text file consists entirely of ASCII characters, it can be handled in any encoding, so the file will be read in WinMerge's default encoding (Codepage).
The default encoding (Codepage) is probably 1252, etc., so if you want to change it to UTF-8, please change it in the Options window as shown below.
If that doesn't work, could you please attach the file?
