Agent, finance: Filtering updates & general improvements

Through spring cleaning we have found a few improvements we can implement into Agent's filtering, and some general improvements these two apps can get. Here's the compiled list:

Agent:

• Filtering: Replace the current way of filtering dates for individual date filtering. (PR: Agent: Filtering Updates #1193)
• Filtering: Move the page reset to 0 to an effect. (PR: Agent: Filtering Updates #1193)
• Filtering: Make transaction types be provided by the filtering. (PR: Agent: Filtering Updates #1193)
• CSV: Use useToast 🥂on Agent CSV export. (PR Agent: Add useToast to agent export on click #1192, merged)
• USD balances: Replicate Fix finance USD conversion mechanism #1177 across Agent. (PR: Agent: replicate rate conversion strategy from #1177 #1200)

Finance & Agent:

• Use LocalIdentity implementation from Voting, which has more utilities.
