An opt-in system for push notifications is important for various privacy reasons.
Context
Exposing messages to 3rd parties like Apple and Google isn't the best idea for an encrypted chat app, and push notifications can end up doing that (not sure about Berty's implementation, but still...)
Possible implementation
Ask on account creation.

At this point it is indeed not yet able to disable notifications on account creation, but you can disable them in the berty settings once you have an account if that also okay
It’s a good practice for apps like this to ask somewhere in setup. For now having it in settings is fine, but it should at least be opt-in (from what I’ve seen on my de-Googled Android phones, it tries to set up notifications without ever asking, which is very bad)
Put in backlog to revisit after we implement push notifications. There already is an opt-in screen during setup but maybe could be improved to make it clear the push notifications are handled by 3rd parties (Apple and Google).
Is there an existing issue for this?
