Creating this issue to track the progress of the task

So far we have:

the logic for generating ancestry proofs on MMRs:
- Ancestry proof merkle-mountain-range#1
- Small adjustments merkle-mountain-range#2
the PR for adding the extrinsics for reporting fork voting:
- [BEEFY] Add runtime support for reporting fork voting #4522

Still needs to be done:

benchmarks/computing a weight for the new extrinsic
exposing an API for generating the ancestry proof. I'm not sure if we should do this in the Mmr pallet or in the Beefy pallet
