Improve error messages when required tools are not available

While we already show a proper error message for some missing tools, we should do this for every tool and touch up the error messages. Specifically, we should map each tool to the corresponding package for the host (or tools) distribution that mkosi is running on, so we can provide the command to install the missing tool in the error message.
