Updates the starter to use the latest changes from master

Once the next release is out:

need to run aztec-cli update to update package.json to the latest packages
make sure the dependency tags in Nargo.toml are updated
Update the contract with yarn update to make sure it is the latest version
Run yarn test to ensure testing still works
Run through the README to make sure everything works as described
Remove the VERSION=master tag from the devcontainer install script


          Update index.test.ts
