We hit against a newer python installation on the GitHub Actions macOS boxes, which broke node-gyp, and made it necessary to pip install setuptools now. I suspect windows builds will fail soon too, as they upgrade python to newer than 3.11 in their images, so we're doing this on all platforms as a new pre-install step. See #1093 for details.

I also added node v21 to the build matrix.
