This PR enables

  • Update webrtcvad_ros
    • Make it as a python library for VAD ROS Node
    • Add prebuffer so that speech_audio includes last chunk before speech starts.
    • Add timeout buffer so that very short speech interruption does not lead speech publish.
  • Add silero_vad_ros with https://github.com/snakers4/silero-vad, which is more robust VAD library than webrtcvad especially for large noise.
