Updated the setup steps using Ubuntu version 20.04.6 LTS. Marked the "Liveblog Setup Using Docker" as outdated. Removed the "Vagrant LXC Installation" section.

v3.90What has changed
This is a really packed release with many improvements and a new exciting features. The full list of changes will be attached in the release notes https://github.com/liveblog/liveblog/releases once this PR is fully merged. For the time being, this PR is meant to serve as a "pre-release" so any required changes, after QA team finishes their work, will be included here before final tag and release creation.
