This is a combination of two PRs:

• 7685 as a system call Feature/eip 7002 system call #6990
• 3074 Feature/eip 3074 #6944

Other Pectra EIPs has been already merged to master.

Docker: nethermindeth/nethermind:pectra

To enable all EIPs the following properties have to be added to chainspec:
