This PR is a step towards testing release builds. We currently don't use this package in any CI job and only run tests for development builds (
test-ubuntu).All tests pass when cherry-picked on top of #8929, except for the few that require a network connection because the build environment is not networked. Changes to work around that limitation are out of scope for this PR.
